Carnegie Mellon Researchers found Chinese message boards to have gov censorship rates as high as %16.  Read about it at Technology Review.

[I wish they would do a similar test of popular web sites in the United States.]

BTW have you heard about the German hackers who have started their own space program?  They are working toward building a network of communication satellites free from authoritarian censorship.
